So I decided to try my PC I run for emulation. Same build but with a 3080ti instead of a 4090. Same OS, same headset. Works fine, wired and airlink. Just weird. Thought maybe it has to be down to a setting in the oculus app or steam VR app. Uninstalled both and reinstalled.
Somehow game screen on monitor needs to minimized when you load save games. Steps to do: Launch Steam and Steam VR. Launch the game and stay on the menu. ALT+TAB to your Plasma desktop.
