I encountered this issue with my new PC last week. Turns out there was an antenna I need to connect the motherboard which was included in the bag that had extra PSU wires and the mobo manual. Once I put that on my bluetooth worked fine. I'm not sure if this applies to you but my motherboard is the Gigabyte UD AC Z590. mayor_of_queen.
bluetooth device is a hardware, OS is a software, Windows 10 includes Bluetooth driver support. if you using laptop means, Bluetooth is soldered on motherboard, if you using desktop means, you can buy Bluetooth adapter. I am working as a Mathematics lecturer in a PU college.

Wireless card R&R procedures can be found in chapter 5 of the service manual. Of course your other alternative would be to purchase an external usb bluetooth adapter. They are normally very small, and may stick out of the port around 3/8ths of an inch.
