I drive an Agility 125, bought it new in 2007 and its still running great. I've had zero problems with it. If you can swing it I'd go with the 125. Oh and my Agility 125 is faster than my buddy's Vino 125 for whatever that is worth. Fast off the line anyway - may not have a higher top end, we haven't tested that theory. Remove the fixed half of the pulley, the belt should now be visible (image from different scooter) Take the belt off, and remove the other half off the pulley keeping track of which order things should go together. Replace the old restricted drive boss with the new, smooth one.

Generally, most restriction items are: washer boss (most), CDI (not all), muffler (most).
